What moves it up
A surprising amount of AWS spend is decided by one person under time pressure with nobody to check them against. Not because the decision is hard, but because there is nobody in the room who has made it before — so the choice gets made from a blog post, or deferred until it makes itself. Two hours with someone who has no stake in the answer is often the cheapest thing on this page, and it is the one people are least likely to buy, because it does not feel like a deliverable.

It continues at the hourly rate, agreed during the call rather than invoiced afterwards as a surprise. Most sessions do not need it.
